Changes promoted to strengthen shopping tourism in Argentina

With the aim of attracting more international visitors and generating greater economic activity across the country, a new bill has been introduced in Argentina’s Congress proposing an expansion of the Value Added Tax (VAT) refund program for purchases made by foreign tourists. The initiative seeks to modernize a tool that was once considered a key incentive for inbound tourism and, according to its supporters, could help improve Argentina’s competitiveness against other destinations in the region.

The proposal would amend current legislation so that the VAT refund benefit applies to all goods purchased by international visitors during their stay in Argentina. At present, the system is limited to certain products classified as domestically manufactured, a restriction that lawmakers argue significantly reduces the program’s effectiveness and attractiveness. Under the proposed changes, any eligible purchase made within the established framework could qualify for a VAT refund, regardless of the product’s origin.
