The ICAO Council has updated a variety of international aviation environmental standards as it continues to move forward during its 228th session.

A new amendment to Annex 16 of the Chicago Convention helps to significantly clarify the monitoring, reporting and verification requirements related to ICAO's Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA).

The same amendment defines a new CORSIA offset threshold for smaller airlines, confirms the offset calculation to be applied by new operators that do not qualify as 'new entrants' and formalises the relevant alignment adjustments to related and recently updated ISO standards and the outcomes of the 41st ICAO Assembly last October.

The Council made further progress on new amendments to Annex 16 to address aircraft noise and aircraft engine emissions, mainly related to their conformity and applicability requirements.

"The progress made this week in this area reaffirms the commitment of States to their Strategic Objective on environmental protection, including addressing the climate crisis and the preparedness of the aviation sector to address local air quality and aircraft noise challenges," said the ICAO Council President. Salvatore Sciacchitano underlined.

ICAO Secretary General Juan Carlos Salazar noted that "Effective cooperation between government and NGO experts in ICAO's Committee on Aviation Environmental Protection (CAEP), in addition to the tremendous support it has received from the Air Navigation Commission, was critical to the successful adoption of this important set of amendments.

The new amendments to Annex 16 were adopted by the Council with an entry into force date of 31 July 2023 and an implementation date of 1 January 2024.
