US requires foreigners to carry proof of registration: new obligations and penalties

As of 11 April 2025, the United States has strengthened the requirements for foreign nationals in its territory by implementing a measure that requires them to carry official proof of registration at all times. This provision is part of the Immigration and Nationality Act (INA) and seeks to ensure that all foreigners over the age of 14 who have been in the country for more than 30 days are properly registered and can prove it at any time.
The measure especially affects those who were not registered or fingerprinted when applying for their visa. To comply with this obligation, foreigners must register online through the United States Citizenship and Immigration Services (USCIS) website by completing form G-325R. This process includes scheduling an appointment for biometric data collection. Once completed, a PDF document is issued and must be carried with you at all times.
Failure to comply with this regulation can result in severe penalties. Failure to register can result in fines of up to $5,000 or imprisonment for up to six months. On the other hand, failure to carry proof of registration can result in fines or imprisonment for up to 30 days. In addition, failure to notify a change of address within 10 days can result in a $200 fine or imprisonment for 30 days.
