Portugal boosts tourism accessibility with new certification

02-04-25

In an effort to consolidate Portugal as an inclusive tourism destination, Turismo de Portugal has introduced an innovative certification based on the Portuguese Standard ISO 21902:2022. This pioneering international initiative aims to classify and promote the accessible tourism offer in the country, ensuring that all visitors, regardless of their abilities, can fully enjoy the experiences that Portugal has to offer.

The certification is voluntary and is designed for tour operators to differentiate themselves positively in the market by demonstrating their commitment to accessibility. Through this certification, the aim is to ensure that tourism destinations, services and infrastructures are accessible to all, complying with a comprehensive set of requirements and recommendations established in the international standard ISO 21902:2021.

To obtain certification, tourism agents must undergo an audit carried out by bodies accredited by the Portuguese Accreditation Institute (IPAC). These audits will assess the accessibility conditions of the candidate sites, ensuring that they comply with the required standards.

In order to support operators in the implementation of the necessary improvements, Turismo de Portugal has incorporated in its financing lines expenses related to accessibility. This measure turns certification into a strategic opportunity for the sector's agents, facilitating the adaptation of their facilities and services to the needs of all tourists.

Carlos Abade, President of Turismo de Portugal, highlighted the importance of this initiative, stating that ‘accessibility is a fundamental pillar of quality and sustainable tourism. With this certification, Turismo de Portugal takes another step towards making Portugal a truly inclusive destination, ensuring that everyone can enjoy our tourism offer with comfort and dignity’.

This certification is part of a series of efforts Portugal has been making to position itself as a leader in accessible tourism. In 2019, the country was recognised as the best ‘Accessible Tourism Destination’ in the first call for international distinctions promoted by the World Tourism Organisation and Fundación ONCE. This recognition underlines Portugal's continued commitment to accessibility in the tourism sector.

In addition, the Portuguese government has implemented the Accessible Tourism Support Line, aimed at adapting public spaces, resources and services of tourist interest for people with specific needs. This line of support reflects Portugal's intention to ensure that its tourism offer is inclusive and accessible to all.

The International Standard ISO 21902:2021, on which the certification is based, covers a wide range of requirements and recommendations to ensure that tourism destinations, services and infrastructures are accessible. By adopting this standard, Portugal aligns itself with international best practice in accessible tourism, setting a benchmark for other countries.

Accessibility in tourism not only benefits people with disabilities, but also other groups, such as older people, families with young children and travellers with specific needs. By improving accessibility, tourism destinations can expand their potential market and offer more satisfying experiences to a diversity of visitors.

Turismo de Portugal will continue to promote and raise awareness in the sector about the importance of certification, encouraging tourism stakeholders to adopt practices that ensure an accessible experience for all visitors. This commitment reflects a vision of sustainable and inclusive tourism, where accessibility becomes an essential component of the quality and competitiveness of the destination.
